Description: The Off-System are routes on AHTD's Linear Referencing System (LRS) that for the most part are not part of the State Highway System but qualify for Federal Aid because they are on the Functional Class System. The AHTD identifies these routes on the LRS because they are required to report condition, events, assets, etc. on them. The majority of the routes are county routes and city streets. However, we also put Frontage Roads, Ramps, Institutional Drives (College Campus Roads, Hospital Roads, Airport Roads and State Park Roads) on the On-System layer.
